I now know who bought the land from William Cowle in 1873 and who funded the development of these two terraces (and probably Upper and Lower Lyppiatt too, further down the hill). The whole hillside of The Field Estate (from Bisley Old Rd south side down to London Road) is now the subject of a research project, by Marion Hearfield and Tony Macer, for the Museum in the Park.
