Ernest Hooper stood for Election to Stroud UDC in 1928.

On 23 March 1928 The Stroud Journal published pen portraits (with photographs) of the 27 candidates

Mr Ernest Frederick Hooper of The Hill, Stroud has served on the Council for three years and is seeking re-election. Mr Hooper is well known in local manufactoring circles, being one of the directors of Mssrs A W Waller and Sons of the Phoenix Iron Works. He is president of the Chamber of Commerce, hon. Treasurer of the Stroud and District Nursing Association, and has just served for three years as a member of the Stroud Board of Guardians. He is keenly interested in all kinds of sport, and since its formation has been president of the Stroud and District Billiards League.

He was successfully elected and came 10th out of the 18 elected.
